Report on Gap Analysis on the issues of policy redesign, implementation and monitoring and verification under the Article 7 EED
This report presents a gap analysis of European Union (EU) Member States’ (MS) implementation of Article 7 of the Energy Efficiency Directive (EED). It identifies areas of policy implementation that have been carried out in ways that are not always consistent with the EED, particularly around monitoring, reporting and verification (MRV) and policy (re-)design issues associated with policy measures that can deliver energy savings compliant with the EED. The report focusses on key issues, selected on the basis of stakeholder feedback and desk research, and the impacts that these could have on the achievement of Article 7 EED targets.
